As the Operations Manager for APC Construction, LLC’s Building Construction Division, Ray is responsible for the overall operational performance, execution, and delivery of the Division’s Federal and private construction projects. In this role, he provides leadership and oversight across all phases of project delivery—from preconstruction planning through closeout—ensuring projects are executed safely, on schedule, within budget, and in compliance with contractual and regulatory requirements.

Ray oversees and supports project teams consisting of Project Managers, Assistant Project Managers, Superintendents, Quality Control Managers, and Site Safety Officers. His responsibilities include establishing project execution strategies, allocating resources, managing workload across the Division, and ensuring consistent implementation of APC’s operational standards and best practices. He works closely with executive leadership to align project performance with Division and company-wide objectives, while maintaining effective communication with owners and key stakeholders.

With a strong foundation in preconstruction and contract execution, Ray plays a critical role in identifying project goals, defining scope, and assembling the appropriate teams to deliver high-quality results. His background enables him to proactively manage risk, drive efficiency, and support continuous improvement across the Building Division’s operations.

Prior to joining APC Construction, Ray earned a Bachelor’s degree in Civil Engineering from the University of New Orleans in 2005. Since graduating, he has accumulated extensive experience in engineering design and construction management, including structural steel, material handling systems, vertical construction, civil construction, and mechanical systems. His diverse technical background and leadership experience make him a key contributor to the successful delivery of APC’s Building Division projects.
